THE INSPECTORATE FOR CONSTABULARY

Mr Colin Smith has just produced a report on the police forces of England and Wales. It is a damning report accusing them of lacking integrity, racism, sexism and lack of supervision. As might be expected Mr Smith stops short of agreeing with us that every Chief Constable should be compulsorily retired and new appointments made.

Who is Colin Smith? He was the youngest Chief Constable ever to be appointed to the Inspectorate. We published at the time of his appointment that he was moved either because he would not support corruption in Thames Valley Police or because he had requested a move. He was Chief Constable of Thames Valley Police when we suffered our first TVP frame-up on 29 January 1988. That was because we happened to be located next to a secluded site that was to be unlawfully developed by Chiltern district Council and used for the importation and distribution of cocaine. Mr Charles Kray visited the location. He is now serving 12 years in prison presumably since he decided to get his supply of cocaine from a source that did not have official approval.

When we appealed against a conviction by a bent magistrate named D E P Nicholson we were ordered by six insulting telephone calls to join "the local Freemasons' Lodge".

In the report that follows this we deal in some detail with Dorset Masons.

                          THE DORSET MASONIC GODFATHER

We have reported three cases of serious corruption of the legal process in Dorset. Robert Owen was involved in recycling waste and invented a system for converting used oil into fuel. He was swindled out of his rights. Barry Hunt unwittingly upset the local Masons and was repeatedly framed by the police and denied justice in the courts. Gerald Coulter had an expensive Jeep stolen. Dorset police conspired with the car dealers who had acquired possession of it. The Jeep was then removed from the stolen file at DVLC to facilitate its sale. Finally when the court ordered the return of the vehicle it disappeared.

Recently we have learned of another case of misconduct by Dorset County Council against David Husband. Mr Husband suspects Freemasonry. His best friend is a policeman. Our view is that, following Mr Husband's dispute with the Midland Bank, he was bound to be targeted by Freemasonry.

Masons on the whole are fairly decent human beings but collectively they create an evil force that dominates the local and national government, the courts, the police and every public body in the land. It is difficult to establish the case against a Mafia, which makes a secret of its membership.

Robert Owen upset the Masons when he took an interest in the shenanigans behind the County Council's award of a 100 million-pound waste contract to Drinkwater Sabey. This led to the resignation of County Councillor David Jewitt because he was a member of the same Masonic Lodge as Albert Marsden, a director of one of Drinkwater Sabey's subsidiary companies. The District Auditor issued directives about the declaration of interests. County Solicitor David Jenkins spouted on the importance of openness in his council. Gerald Coulter has called Jenkins a bastard and David Husband has called him a liar. We have reported the auditors to the Auditor General, Sir John Bourn. We question the integrity of the Audit Commission, which acts directly as auditors for Dorset Constabulary and Dorset County Council. We also question its relationship with Deloitte Touche and the irregularities of the accounts of Dacorum Borough Council, Chiltern District Council, Buckinghamshire County Council, Westminster City Council and several other councils in the Home Counties. We believe that the Audit Commission is not carrying out its duties in Dorset. We question the propriety of its relationship with Deloitte Touche.

The Provincial Grand Master for Dorset is Kenneth H Barnes (Harry Barnes) who is a member of Lodge 7673 Vindells, Portland. Barnes will deny that this gives him power over every other Mason in Dorset. In fact he rules the roost in all Masonic Lodges. When he visits a lodge he will be granted a number of "salutations". Barnes is also a magistrate and has just been appointed Chairman of Dorset Magistrates Court Committee. Dorset County Council also employs him as its Information Technology expert. He is also on the Committee of the Police Authority and on its selection committee. He is also able to influence the youth at Weymouth College where he works in IT.

You can safely assume that all senior police officers are Masons but let us deal with one who was glad to resign prematurely. He was Dorset's Deputy Chief Constable May. When interviewed prior to his appointment to Dorset he told the Police Authority selection committee "I was taught to be cautious". He was telling the Masons on the committee, one of whom was Barnes, "I am a Mason". An elderly widow (a county councillor) objected to May's use of Freemasonry. A new rule was brought in to have her removed from the committee on account of her age. The Chief Executive Peter Harvey of Amity Lodge 137 would draft the new rule. Harvey was also Clerk to the Police Authority. Barnes should have ensured that May was not appointed on account of his use of Freemasonry for personal gain. The Masons voted for May. May retired prematurely with Chief Constable Aldous on 31 March 1999 when Mrs Jane Stichbury of the Metropolitan Police was appointed Chief Constable. She stayed away from her post while Aldous, the Deputy District Judge and their associates completed the stitch up of Gerald Coulter. The Criminal Cases Review Commission resurrected Barry Hunt's complaint about the Dorset police Masons and Harry Barnes. The Chairman of the CCRC is Sir Frederick Crawford who is a Royal Arch Mason. Barry Hunt's complaint to the CCRC is that Dirty Harry Barnes acted corruptly as a magistrate in condoning perjury by the police and did pervert the course of justice.

Since prosecutions may be pending against the two bent car dealers who acquired Gerald Coulter's Jeep we will refer to them as Berk and Heer. Berk is English and the brother of a Dorset police Mason. Heer is an Iranian. Berk and Heer were partners in the car dealer business but denied this. Heer's solicitor, another Mason (David Arthur Dolton) whose company acted for Dorset Police allegedly committed suicide. In his suicide note he admitted committing perjury on behalf of Heer. The Master of Amity Lodge told Gerald Coulter that Dolton had done the honourable thing to protect the good name of Freemasonry and that Mr Coulter should therefore do the honourable thing and stop pursuing his claim. That is Masonic logic! Dorset police travelled to Hertfordshire to arrest Gerald Coulter for theft. They proceeded to Norfolk to arrest debt collectors who acted for Mr Coulter. They found that Heer was the man they should have arrested for perjury. Having obtained the evidence against Heer they sat on their arses and did nothing while court proceedings continued and Stichbury stayed away and did not acknowledge receipt of correspondence. The Coulter claim was heard before a female Deputy District Judge. The proceedings like the judgement were farcical and must be subject to a criminal investigation of the judge, Berk and Heer, Dorset Police, two Coventry men and a firm of solicitors from Coventry.

Here is a taste of the judge's thinking. Another party named Hope denied being a partner of Heer in a car dealer business. Bear in mind that Heer is Iranian. Here is what the judge says in her judgement "Mr Hope says that he purchased this vehicle from the Iranian Embassy in London for 10,000 pounds and has produced a sales receipt signed by the Deputy Head of Mission. Surprisingly this is addressed .To Whom it May Concern. and does not identify to whom the vehicle was sold." The judgement is full of references to incredible evidence which the judge had no difficulty in believing. Things might have been different if Dorset Police had prosecuted Heer for perjury. After months of unnecessary delay Dorset police now say that it is up to the Crown Prosecution Service. Will Heer have the benefit of Dame Shirley Porter's defence? He was acting on the advice of his solicitor the dead David Dolton. Dolton repeats in his suicide note that "Ali" was not to blame. The evidence given at the hearing was just not believable. One man couldn't read except for the names of motor vehicles. Another pair had a joint account because one of them was away from home quite often. Two car dealers advertised an identical list of cars because one garage owned the cars and the other garage had them on a sale or return basis. A Coventry man, an estate agent, used to visit Ireland where he could pick up second hand cars on the cheap. He would send them to Dorset on a sale or return basis. So the cars that were seized in Dorset did not belong to the Dorset garage. The Coventry man held the vehicle registration documents and therefore must have owned the cars. The judge overlooked the obvious fact that the vehicle documents would go with the car to facilitate a quick sale and that the documents could have been given into the possession of any third party at a moment's notice. Why send the cars all the way to Dorset when there were plenty of dealers in and around Coventry? The judge was either stupid or crooked. Given the influence of Freemasonry we would say that she received an offer, which she could not afford to refuse.

Jenkins, when he was County Solicitor, acted for Dorset Police in an action brought by Gerald Coulter. Solicitors and counsel represented Mr Coulter. Yet he was declared a vexatious litigant and had his case struck out. A litigant represented by counsel cannot be vexatious since counsel is a servant of the court. Jenkins is almost certainly a Mason but, Mason or not, he was at that time taking orders from a Mason, Chief Executive Peter Harvey who would have to take orders from Dirty Harry Barnes, the Provincial Grand Master.

With Aldous and May having resigned from Dorset Police and Harvey replaced by Jenkins as Chief Executive of Dorset County Council we are astonished that Chief Constable Stichbury allows Harvey to work from Dorset Police HQ as Secretary to the Police Authority especially in view of Mr Coulter's assertion that Harvey has committed criminal offences with regard to the logging of complaints against the police.

Some months ago we had abusive Emails from a Dorset college. These were critical of the quality of our Internet Web page. We suspected that the Masons of Dorset were upset but could not relate Freemasonry or expertise on the Internet to immature college students. As sure as guns are iron Dirty Harry was either personally responsible or used a third party at the college to attack us in a most vulgar and cowardly fashion. Such is the nature of the Dirty Harries of Freemasonry. In the land of the blind the one-eyed man is king.

Clearly all is not well in Dorset Lodges with suicides, resignations and bent judges. Freemasonry is at the heart of the corruption but not according to that Great Architect of the Universe, Dirty Harry Barnes. In the local newspaper he states that the allegations about Freemasonry are laughable. He states "There is no malign influence in Dorset. I have never heard or seen any evidence of wrongdoing". Surely Dirty Harry and other dirty Masons can allay the suspicions of decent people by ensuring that the names of Masons holding public office are made available to members of the public.

It seems to us that the Home Secretary and the Lord Chancellor should pull their fingers out. Stop filling Chief Constable posts with rejects from the Metropolitan Police. Root out Masonic judges including those is secret lodges and those who were formerly Masons. Replace every Chief Constable in England and Wales. Start with the Metropolitan, Dorset, Devon and Cornwall, Greater Manchester, Cheshire, Northumbria, Hertfordshire, Thames Valley and Cleveland police forces. Colin Smith as Chairman of a lay committee could be the right man to advise on new appointments. The names of candidates should be advertised in order that members of the public could object to unsuitable candidates. No person, male or female, who has ever had any connection with Masons, should occupy a public service position.

Below are excerpts from an article, by Suzon Forscey-Moore of the Campaign for a Fair Hearing, published in Tribune on 4 June. American sociologist Milgram's findings are applicable to the judiciary and other members of the establishment, including organisations like Charter 88

### Robin Cook's bellicosity and the intensity of Tony Blair's and George Robertson's uncritical support for the technological mayhem visited upon the Balkans over the last two months has been unsettling for those who expect hawks to reside solely on the far right.

The dissonance between NATO's stated humanitarian aims and the indiscriminate violence of its actions is reflected in Jamie Shea's assurances that NATO is "bombing in good faith" and that the difference between us and Milosevic is that "when we kill people, we apologise." The majority of progressives both here and in the United States seem perplexed and paralysed. Why?

The American sociologist Stanley Milgram, who died in 1984 at the age of 51, would have been a relatively young man when he began his controversial series of experiments at Yale University in the sixties. Almost every one of his subjects willingly administered what they were told were painful electric shocks to a "learner" at the request of an authority figure wearing a white lab coat and holding a clipboard. Almost two-thirds went on to administer what they were told were life-threatening shocks, even when hearing screams.

Milgram also studied the transcripts of the My Lai massacre enquiry, the Eichmann trial and the trial of Lieutenant Henry Wirz, commandant at the infamous Andersonville POW prison during the American civil war and described their recurring themes.

He found that the people involved carried out their jobs dominated by an administrative rather than a moral outlook and made a distinction between destroying others as a matter of duty and their personal feelings. They felt their actions were governed by orders from a higher authority.

Loyalty, duty and discipline were felt to be moral imperatives by the individual but at the organisational level these values were no more than technical preconditions for the maintenance of the larger system [politically, this is analogous to the MPs who voted to cut benefits to single parents].

Language was frequently modified so that the acts did not, at verbal level, cause direct conflict with the moral precepts inculcated by parents and schooling. Euphemisms came to dominate language as a means to guard the individual against the full moral implications of his actions.

Responsibility, Milgram claimed, invariably shifted upward in the mind of the subordinate. There were many requests for authorisation, a sign that the subordinate sensed at some level that he was transgressing a moral rule.

Very relevant to current affairs, actions were justified in terms of a set of constructive purposes and came to be seen as noble in the light of some high ideological goal. ["We had to destroy the village to save it."]

Milgram found that there was always some element of bad form in objection to the destructive course of events, or even making it a topic of conversation. In his own experiments, the subjects described their objections to administering the shocks as embarrassing but when the relationship between the individual and authority remained intact, psychological adjustments came into play to ease the strain of carrying out immoral orders. For example, we know or can imagine how the Vietnamese, the Jews and the Union soldiers would have been seen as causing their

victimisation, just as in a less dramatic context, single parents have been portrayed as parasitic.

Milgram did not find heroic figures struggling with conscience, nor pathologically aggressive men ruthlessly exploiting power. He found functionaries who had been given a job to do striving to create an impression of competence. (Article cut here) ###
